While attending LaSalle University and Delaware Law School, Ms. McDonough served as a Research Assistant at the Philadelphia Child Guidance Clinic at Children’s Hospital and at the Philadelphia Veterans Administration Hospital engaged in research projects in the area of juvenile and veteran drug addition and eating disorders.

Upon graduation from law school, Ms. McDonough was appointed an Assistant District Attorney and served under the then District Attorney Edward G. Rendell during his two terms of office.  During her tenure at the District Attorneys Office in Philadelphia County, she was assigned to the motions and major trial divisions and tried numerous jury and non-jury trials, specializing in child abuse, rape cases and white-collar crime for several of her years there.  She also served as Chief of the first Habitual Offender Unit supervising a specialized prosecution team for serious and repeat juvenile offenders.  Thereafter, in private practice, Ms. McDonough was a Junior Partner and Litigation Chair at Atkinson & Archie, a minority owned firm, engaged in defense litigation.  While there, she specialized in the representation of municipal and state government agencies in civil liability matters and handled self-insured and insurance defense litigation, trial and appellate, for several large insurance carriers as well.  In addition, Ms. McDonough advised and represented government officials during state and federal investigations and grand jury proceedings. 

Prior to joining Holsten & Associates, Ms. McDonough served as an Assistant General Counsel for the School District of Philadelphia, responsible for all tort litigation matters for the self-insured local agency.  She also handled a number of civil rights and commercial cases and administrative law matters involving education, labor and school police issues.  In addition, she provided general Solicitor advice to school Administrators and Board Members on a regular basis and twice served as Acting General Counsel during administrative transitions at the Office of General Counsel.  Ms. McDonough is a seasoned trial attorney, having tried over 50 jury trials and hundreds of arbitrations, with extensive experience representing municipal and state government agencies, a first class City School District, and their respective employees engaged in their official duties.

Currently her primary practice is in defense of a wide variety of federal and state civil rights matters on behalf of police, school and prison personnel and their respective agencies.  She also represents government agencies before the Pennsylvania Human Relations Commission and the Equal Employment Opportunity Commission.  In addition, she is involved in defending local government entities in challenges to modern land use ordinances as well as commercial litigation involving government procurement and construction contracts.
