JENNIFER HOLSTEN MADDALONI, born in Delaware County, Pennsylvania. 


EDUCATION: Boston University (B.S. Journalism, 1991), American University (Washington D.C. Semester), Widener University School of Law (J.D., 1995).  


MEMBER:  Delaware County Bar Association, and the Guy G. deFuria Chapter of the American Inns of Court.  


ADMISSIONS: Admitted to the Pennsylvania Bar, 1995,  the United States District Court for the Eastern District of Pennsylvania, United States District Court for the Northern District of Illinois (General and Trial Bar) and the United States Court of Appeals for the Third Circuit.

Ms. Maddaloni graduated from Boston University and  worked for the Congressional Fire Services Institute (CFSI) in Washington, D.C., the policy institute for the largest non-partisan U.S. Congressional caucus. She helped write and publish of The Watchdog newsletter, which was circulated to thousands nationwide.


Thereafter, Ms. Maddaloni went to law school where she was the Marshal of the Phi Alpha Delta Law Fraternity International, Managing Editor and Chief Layout Editor of The Widener Law Forum, a member of the Student Bar Association Board of Governors, listed in Who's Who of American Law Students and active on many other committees and organizations.  


Following her second year of law school, Ms. Maddaloni was certified by the Supreme Court of Pennsylvania to intern in the Delaware County District Attorney's Office.  For one and one-half years, Ms. Maddaloni represented the Commonwealth of Pennsylvania during the preliminary hearing stage of misdemeanor and felony prosecutions.  She also represented the Commonwealth at Summary Appeals and in Juvenile Court.  She wrote for The D.A.'s Bulletin, a monthly publication designed to keep attorneys and police up-to-date on Pennsylvania criminal law and procedure.


Ms. Maddaloni has followed the footsteps of her father, founder William F. Holsten, and dedicated her practice to the representation of municipalities and their employees.  Among those she has represented are:  a water authority, nursing home, public golf courses,  the Office of the District Attorney, the Sheriff’s Department,  the Office of the Public Defender, an emergency call center and numerous police officers and police departments.  For over two decades she has represented dozens of municipalities, their officials and employees in tort claims and civil rights matters.  She has also litigated matters pertaining to the Religious Land Use and Institutionalized Persons Act (RLUIPA) and the Telecommunications Act of 1996.   She has trial experience in both state and federal court. She represents numerous municipal entities at Arbitration hearings and she has frequently served on Arbitration Panels of the Delaware County Court of Common Pleas.  


Ms. Maddaloni has previously served as the solicitor for the Domestic Relations Section of the Delaware County Court of Common Pleas.  She also served as a hearing officer for Upper Darby School District disenrollment hearings. She was elected and served as the Register of Wills and Clerk of Orphans' Court of Delaware County for a four year term( 2014-2018). During her tenure as Register of Wills/Clerk of Orphans' Court, she Instituted new policies and practices that helped the public and insured financial responsibility and accountability. She was a contributing author of the Delaware County Elder Law Handbook and Resource Guide, 2015 Ed. (https://www.delcobar.org/public/elder-law-handbook/ ) and created the publication The Register to update the public on changes in the laws pertaining to estate practice and Orphans’ Court as well as procedures within her offices. She spoke at numerous continuing legal education (CLE) programs including those sponsored by the Pennsylvania Bar Institute (PBI), the Delaware County Bar Association and the Register of Wills/Clerk of Orphans' Court Association of Pennsylvania, on such topics as guardianship petitions, procedures in will contests, and new Orphans’ Court Rules. As Register, she presided over hearings related to will disputes. She serves on numerous committees including Delaware County Orphans' Court Rules Committee and the Delaware County Elder Abuse Task Force. She created "Wills for Heroes Day" where she matched current and former military with local attorneys in order for them to obtain simple wills at no cost. 


Ms. Maddaloni is available for consultations and seminar instruction on general municipal and  police  practices,  policy and procedures, providiing recommendations for municipalities and agencies wanting a review of their current practices and recommendations that may lesspen exposure to future litigation.

Maureen Calder has defended employers and insurance carriers in workers’ compensation
matters for more than 20 years.
Maureen is a 1989 graduate from DeSales University with a B.S. in mathematics. Thereafter,
she attended the Dickinson School of Law of Penn State University and received her juris
doctorate in 1992. Following a clerkship with Superior Court of Pennsylvania, Maureen worked
in the Workers’ Compensation Department of Marshall, Dennehey, Warner, Coleman & Goggin,
where she attained shareholder status.
Before joining Holsten and Associates, Maureen served as a Senior Assistant Solicitor to
Montgomery County. She advised County officials on issues involving Workers’ Compensation,
the Heart and Lung Act, Employment Law, Election Law and Mental Health Law.
